To me, that's not realistic. I equally had that same problem, I started my career at Arsenal and within 4 seasons grew my OVR from 69 to 91 with also some successful loan spells at smaller clubs within those seasons but returning from my most recent loan at Ajax I just couldn’t play for arsenal anymore (mainly because they began playing me out of position), I wanted to transfer to a different team but I kept getting turned down but I didn’t stop there, I requested for a fresh transfer each time I got the message that I was turned down and after about the 5th time I had a different outcome and my request was granted and I was put on the transfer list, I don’t know what’s with such logic but I guess all I can say is that if you’re so desperate to leave just keep asking for a transfer even after you’ve been denied and at some point it’ll be granted. Make sure you're put on the transfer list before the game sims the next season. I don't believe that a team like Arsenal, or Dortmund, or even Roma don't have the funds to acquire a player of that rating for that amount.
I don't buy the fact that my player is too expensive or too high a rating.

I had this issue and believe I found a fix; before the transfer market opens and it sims into the next season, ask to be put on the transferred list. Even when i request a transfer.

I tried giving a transfer request in career mode but the manager keeps on rejecting it. Waited for transfer offers (after turned down by my own manager 3 times). Close. Transfer request keeps getting turned down. (Got 85 overall) After the season, I requested the transfer, and I was on the transfer list. Same here! I just started a new Player Carreer in order to reproduce another bug that I reported here. So far I have created 2 player and the same result after 1, 2,3 seasons, doing loans, trying everything.
I put in 3 request after they were turned down & I now have 3 offers but I'm just waiting for the perfect one to accept at this point.
